What is a HUD-92051 CIR?

The HUD-92051 Compliance Inspection Report (sometimes requested as a “92051” or “CIR”) is a code compliance inspection report used for a small number of HUD-backed loans (FHA/VA). In many cases, files are selected close to closing — but a file can also be selected after closing.

The goal is straightforward: document items that don’t meet applicable building code so the home can meet HUD quality standards. Selection is typically random and not a reflection of the borrower, builder, location, or lender.

When is it needed?

Underwriting will notify the builder and borrower when a file is selected. This inspection should only be ordered when underwriting has specifically requested a HUD-92051 CIR.

How does it work?

  • Request & coordination: The lender (or coordinator) submits the request using the online scheduling tool. Please include the construction manager (or builder representative), both Realtors®, and whoever is paying for the inspection.
  • Site inspection: The inspector visits the property to conduct the compliance inspection. A builder representative should be present when possible so minor items can be corrected during the visit.
  • Clearing items: Items that cannot be cleared during the inspection may be cleared via photo/video documentation when appropriate. Otherwise, a reinspection (for a fee) applies.
  • Report delivery: The inspector issues the HUD-92051 CIR with an Appendix documenting observed compliance items and disposition.

When is HUD-92051 required?

Only when underwriting notifies the parties that the file was selected and requests a HUD-92051 Compliance Inspection Report (CIR). It should not be ordered “just in case.”

What does a HUD-92051 inspection cover?

It’s focused on documenting building code compliance items required for the HUD loan file. It is not the same scope as a full TREC home inspection.

How fast is the turnaround?

In many cases, the Appendix is delivered the same day. If corrections are needed, the Appendix can be updated as items are cleared. Final completion depends on how quickly corrections are made (or when the builder confirms no further corrections will be completed).

Does the builder need to be present?

It’s strongly recommended. If a builder representative can correct minor items during the inspection, it often speeds up getting to a clear report.

Can items be cleared with photos or video?

Sometimes. If an item can be verified as corrected through photo/video documentation, that may be accepted. Otherwise, a reinspection (for a fee) applies.
